Almost everyone casually takes it for granted that when a shipper declares that the batteries are non-regulated it means that any type of packaging is acceptable and the shipment does not require even a cursory inspection other than checking the piece count.

Not so! They are actually forbidden unless some very strict packaging requirements are followed.
